The two main rivals in this year's election comprises of the Croatian Democratic Union (HDZ), led by the incumbent Prime Minister Andrej Plenković, and an alliance of centrist and left-wing parties informally led by populist President Zoran Milanović and the Social Democratic Party (SDP).

The HDZ has dominated has dominated politics since Croatia's independence from Yugoslavia in 1991, and has overseen the country become a member of the European Union in 2013 as well as supporting Ukraine in its war with Russia. Milanović however has kept a critical stance toward the EU and support for Ukraine.
